2025 bargaining updates
The Community Social Services Bargaining Association (CSSBA) collective agreement expired on March 31, 2025. About 1,500 HEU members work in the community social services sector.
In preparation for contract negotiations, HEU held a two-day bargaining conference in November 2024. During the conference, delegates adopted bargaining demands, identified their top priorities, and elected a new bargaining committee.
HEU is represented on the bargaining team by members David Huespe, Brenda Orencia and Cheryl McLachlan, and servicing reps Christina Lloyd-Jones and Shawna Lockhart.
Bargaining dates with the Community Social Services Employers' Association (CSSEA) are scheduled for late-May 2025.
The Community Social Services Bargaining Association includes BCGEU (the lead), CUPE, HEU, LiUNA, HSA, CLAC, USW, UFCW, and BCNU, covering 23,000 workers across the province.

Benchmarks
The Joint Job Evaluation Plan Benchmarks are the sole criteria for the classification of jobs in the Community Social Services sector.
A benchmark is not a job description. It is a number of duties, described in broad terms, that represents a level of work and responsibility. A job description is a detailed list of duties required by an employer at a particular agency.
These documents will provide your benchmark rate code and/or grid code. To find your wage rates, look in your Wage Grid, in the Key Documents section above.
