HEU’s Constitution and By-Laws sets out the fundamental rules and principles by which the union is governed.
The constitution can only be amended or altered by HEU delegates attending the union’s biennial convention, by a two-thirds’ majority vote.
Constitutional amendments and proposed resolutions are submitted by locals – passed at local meetings by a majority membership vote – to the HEU Provincial Office prior to convention.
All amendments and resolutions are reviewed and prioritized by the Constitutional Amendments and Resolutions committees before reaching the convention floor, where they are debated and voted on by delegates.
