From time to time, the HEU Ethics Commissioner issues bulletins on ethical and conduct-related issues.

PE members serving on the board of the Community Savings Credit Union are not in a conflict of interest. (December 5, 2025)


The Code of Conduct requires the PE to take care to share information that is factually accurate and to avoid misinformation that could harm HEU’s reputation and its ability to bargain effectively. (December 9, 2025)


Decision summaries

The Ethics Commissioner publishes a decision summary for each Ethics Office file that is resolved formally (this makes up a minority of Ethics Office files). The summaries are listed here in chronological order based on the date each file was opened.

A PE member's questioning of another member during a PE meeting in Fall of 2024 constituted an attack on the colleague’s personal integrity and thus violated the Code of Conduct. (February 13, 2026)


In a Facebook group chat at the 2024 Convention (the same chat that is referenced in EC-022 below), four specific comments were made that violated the Code of Conduct’s requirement for respectful and non-inflammatory communication. (February 25, 2026)


Four individuals alleged numerous Code of Conduct violations by five PE Members in relation to the October 2024 HEU Convention. The Commissioner determined that most of the complainants’ allegations, which spanned a wide range of topics, were unsubstantiated. However, an allegation about comments in a Facebook group chat (also referenced in EC-015, 016 and 019) was partly substantiated, since four additional specific comments fell short of the Code’s requirement for “respectful” and “decent” communication.  (December 15, 2025)


A PE alternate published numerous social media posts and two emails during 2025 in which they publicly criticized HEU, its institutions and its leaders. In doing so they violated the Code by breaching their duty of loyalty to HEU, breaching confidentiality, and undermining the harmony of the PE. The Commissioner removed the respondent from the PE and disqualified them from holding any elected role with HEU for five years. (February 12, 2026)


A PE member violated the Code of Conduct via a social media comment in 2025. The comment violated the requirement to treat others respectfully, not to engage in bullying and harassment, and to promote the harmony of the PE.  (February 13, 2026)
