What can local by-laws cover?

Under Article 14, Section C of the HEU Constitution and By-Laws, local by-laws may include:  

  • Executive structure: Define elected positions, optional positions (if approved), and any alternates.
  • Steward structure: Set out how shop stewards are selected or appointed, including any Expression of Interest process.
  • Election process: Clarify whether your local uses a standard election or ballot-box process, and any electioneering rules.
  • Meeting schedule: Confirm when regular local meetings are held, including any suspended months.
  • Budget process: Set out how and when the annual local budget will be introduced and approved.

Review your by-laws regularly

A good practice is to review your by-laws:

  • After every local election
  • When the local structure changes
  • When recurring issues suggest clearer rules are needed
  • Before submitting local by-laws that may be outdated

Strong by-laws should evolve with the needs of the local.
